‘Department of Justice and Equality Transformation Programme’               

In June 2018, an external report recommended radical change in how the Department of Justice and Equality operated, including separating responsibility for Criminal Justice from Civil Justice and Equality. It recommended the Department, employing 2,400 people, transform from a knowledge-based model to a functional model, one of the most fundamental changes for any Department in the State’s history.

The resulting transformation programme recast the Department to deliver its strategic objectives, improve accountability with clearly defined roles and responsibilities and improve transparency (as work matters). It had a change management approach combining rigour and creativity to engage people (as people matter), leveraged multiple communication and learning channels and engaged HR and other functions (as professionalism matters) in implementation. The judges considered this an exceptional initiative to deliver transformational change. The degree of planning, collaboration, innovation were exceptional in a civil service context. It really impressed the judging panel who saw the potential of this initiative to become a blueprint for transformational change in the public sector.
